I tried to use the admin Kiosk features on my newly functioning
Bazaar 3.0 (thanks, Mike!) system and it failed rather
spectacularly.  It got into a loop looking for a footer file that
wasn't there and spewed out megs and megs of HTML.

It may well be that it's my fault that the footer file isn't there
but it still shouldn't do that!
