I think it should refer to st_ctime and st_mtime explicitly, like the
description of the mtimeonly option.

Using the word "change" is confusing, because it is a synonym for
"modification" in normal use.  Also, on Windows, the st_ctime is the stored
creation time of the file and it doesn't change when you rename it.
