The BLM rules take effect at midnight Thursday night, August 24. At
least they have in the past few years and I expect the same this
year. The BLM can only make regulations concerning what happens on
BLM territory. On the ground, not above the ground. If your wheels
are off the ground, you must abide by the FARs which are always in
effect, Burning Man or no Burning Man.
The BLM restrictions have to do with when and where you can land,
take-off, and taxi. Beginning midnight Thursday, you must land and
take-off at the Airport, and cannot taxi except from the runway to
the tiedown area. Ultralights have their own landing area separate
from the bigger planes. You won't have any trouble with the BLM
before the event begins.
I'll be on site by Tuesday the 22nd and can discuss things in person.
Hoot the Air Commander arrives on Friday the 25th.
